Citenda Pack Licence

Version 1.0 — 2026-08-06

This Licence governs your use of the Citenda corpus pack contained in this package (the “Artifact”). It is delivered inside the package and is not subject to change for the Edition you received: a later Edition may ship a later Licence version, which applies to that later Edition only.

Licensor: PYSEA, a société par actions simplifiée à associé unique incorporated in France, share capital €1,000, registered office 112 avenue de Paris, CS 60002, 94306 Vincennes Cedex, registered at the Registre du commerce et des sociétés of Créteil under number 848 696 811, intra-Community VAT number FR10848696811 (“PYSEA”, “we”, “us”).

Citenda is a product name of PYSEA, not a separate legal entity. Where this Licence, the accompanying documentation or the Artifact refers to Citenda, the contracting and licensing party is PYSEA.

Licensee: the legal entity named on the invoice or order confirmation for this Artifact (“you”, “the Licensee”).

If you have not paid for this Artifact under a valid order, you have no licence to it.

1. What this Artifact is

The Artifact is a downloadable, versioned corpus built from publicly available regulatory source documents. It consists of:

• Markdown documents with YAML front-matter (docs/), each carrying its source identifiers, retrieval provenance and content hashes;
• article- and section-level units derived from those documents, each with a stable identifier;
• a card/manifest layer (manifest.json, cards.jsonl);
• a full-text search index (fts.sqlite);
• a navigation map and cluster indexes (MAP.md, clusters/);
• accompanying documentation, verification tooling and skill files.

The Edition identifier, its as-of date, its declared perimeter and its published SHA-256 checksum are stated in the accompanying PACK.md, PERIMETER.md, CHANGELOG.md and manifest envelope. Those files, not this Licence, identify which Edition you hold.

Abstracts and summaries in the Artifact are extractive: they are composed of text selected from the source documents. The Artifact contains no generated prose.

2. What we licence, and what we do not

We licence our work on the sources: the conversion and packaging, the segmentation into units, the identifier scheme and stable citation keys, the metadata schema and populated metadata, the supersession and version linking, the index, the navigation structure, the accompanying documentation and tooling, and the selection and arrangement of the whole.

We do not licence the underlying regulatory texts. Those are public documents published by their issuing bodies. The notices, attributions and conditions that attach to them are reproduced in the ATTRIBUTION.md file included in this package. Your use of the source material is governed by the terms of the issuing bodies, as recorded there; nothing in this Licence enlarges, restricts, interprets or characterises those terms, and you should read ATTRIBUTION.md directly.

You must keep ATTRIBUTION.md, this Licence and all notices intact in any copy of the Artifact you make.

3. Licence grant

Subject to payment and to your compliance with this Licence, we grant you a non-exclusive, non-transferable, non-sublicensable licence to use the Artifact for your own internal business purposes, within the Licensed Scope defined in section 4.

That includes: installing and copying the Artifact on systems you control; searching, reading and querying it; using it with agent or software tooling you operate internally; and quoting from it in your own internal work product.

The grant does not include any right to make the Artifact, or any substantial part of it, available to anyone outside the Licensed Scope. Any right not expressly granted here is reserved.

3.1 Term and perpetual Edition rights

• Where you hold an annual subscription, the grant runs for the paid term and covers every Edition delivered to you during that term.
• Every Edition delivered to you during a paid term is yours to keep and to continue using under this Licence, permanently, after the term ends. You do not lose access to what you paid for. What lapses is the right to receive new Editions.
• Where you bought a one-time Edition (Snapshot), the grant covers that Edition permanently. No further Edition is included.

After a subscription lapses, you may continue to use the Editions you hold but must not present them as a current statement of the law (section 6).

4. Licensed Scope

The Licensed Scope is the band stated on your invoice or order confirmation:

Any user counts shown on our website or in our pricing material are guidance for choosing a band. The band, not a user count, is the enforceable scope.

Affiliated entities at Group level must be named on the order. An entity not named is outside the Licensed Scope.

4.1 Internal agents and automation

At Firm and Group level, “internal users” includes automated agents and software processes you operate for your own internal purposes.

At Solo and Team level, you may use the Artifact with agent tooling you operate internally for the licensed department or entity.

4.2 Machine-integration rights (Group only)

At Group level only, you may integrate the Artifact into internal APIs, internal data pipelines and internally deployed applications serving the named entities. This remains an internal-use right: it does not permit any form of external availability, and section 5 continues to apply in full.

4.3 Advisory-use rider (optional, priced separately)

If — and only if — your order states that the advisory-use rider applies:

• you may use the Artifact to research and prepare advice for your named clients, and your client deliverables may quote and cite the Artifact;
• you may not deliver the Artifact, or any substantial extract of it, to a client, and you may not give a client access to it.

Without this rider, use of the Artifact in the course of advisory services provided to third parties is outside the Licensed Scope.

4.4 Redistribution and OEM

Any right to redistribute the Artifact, or to embed it in a product or service you offer to third parties, is not granted by this Licence and is negotiated separately in a written agreement signed by us. Contact [email protected].

5. Restrictions

You must not:

1. sell, resell, rent, lend, sublicense, publish, distribute, host or otherwise make the Artifact — or any substantial part of it, or any database or index derived from it — available to any person outside the Licensed Scope;
2. incorporate the Artifact, or any substantial part of it, into any product or service offered or delivered to third parties;
3. use the Artifact, or any substantial part of it, as training, fine-tuning or evaluation data for any model that is made available to third parties;
4. remove, obscure or alter this Licence, ATTRIBUTION.md, the source attributions, the provenance metadata, the checksums or any other notice in the Artifact;
5. represent the Artifact, or any Edition of it, as an authentic or official publication of any public authority, or as a current statement of the law beyond what section 6 permits;
6. use the Artifact in breach of any condition recorded in ATTRIBUTION.md.

Using the Artifact internally to build your own internal work product — notes, analyses, internal tools, compliance documentation — is permitted and is not “incorporation into a product or service” under restriction 2.

6. Currency, editions and how you may describe the Artifact

Each Edition is a snapshot taken on a stated as-of date. It is immutable: a correction ships as a new Edition, never as a silent replacement of an existing one.

You may state that your work is based on a Citenda pack, citing the Edition identifier and its as-of date. You must not present an Edition as reflecting the law as at any date after its as-of date.

7. No warranty of accuracy, completeness or fitness

The Artifact is provided “as is”. We do not warrant that it is accurate, complete, error-free, up to date, or fit for any particular purpose, including any regulatory, compliance, reporting or filing purpose.

The Artifact is not legal advice and is not a substitute for it. You remain solely responsible for your own compliance decisions and for verifying any text you rely on against its official source. Only the official publications of the issuing authorities are authentic; see ATTRIBUTION.md.

To the fullest extent permitted by law, all warranties, conditions and undertakings not expressly stated in this Licence are excluded.

8. Release commitments (subscriptions only)

Where you hold an active annual subscription, our undertakings about release cadence, out-of-cycle releases and correction of omissions within a pack’s declared perimeter are set out in our Conditions Générales de Vente. Those are commitments about our process, not warranties about the accuracy or completeness of any Edition, and section 7 is not limited by them.

A one-time Edition (Snapshot) carries no release commitment of any kind.

9. Verification, self-certification, no DRM

The Artifact contains no digital rights management, no licence key, no activation, no usage metering and no telemetry. It does not communicate with us or with anyone else. It runs entirely on infrastructure you control.

In exchange, at each renewal we may ask you to self-certify that your use remains within the Licensed Scope. Providing that certification is a condition of renewal. We do not audit your systems and will not ask to.

If your organisation grows past your band between renewals, tell us at renewal and we will move you to the correct band from that date. We do not seek retrospective charges for organic growth disclosed at renewal.

10. Liability

Nothing in this Licence excludes liability that cannot lawfully be excluded, including liability for fraud or for wilful misconduct.

Subject to that, our total aggregate liability arising out of or in connection with this Licence is limited to the amounts paid by you for the Edition in the twelve months preceding the event giving rise to the claim, and we are not liable for indirect or consequential loss, loss of profit, loss of business, loss of data, or for any regulatory sanction, fine or third-party claim arising from your use of, or reliance on, the Artifact — in each case except where such limitation is not permitted by applicable law.

11. Termination

This Licence terminates automatically if you materially breach it and do not cure the breach within 30 days of written notice.

On termination for breach, you must stop using the Artifact and delete all copies, including any Editions otherwise covered by the perpetual rights in section 3.1, and confirm deletion in writing on request.

Termination or lapse of a subscription for any other reason does not affect your perpetual rights under section 3.1.

12. General

• Entire agreement. This Licence, together with our Conditions Générales de Vente and your order, is the whole agreement about the Artifact.
• Order of precedence. For rights of use in the Artifact, this Licence prevails. For the sale, payment, delivery and cancellation of the order, the Conditions Générales de Vente prevail.
• Assignment. You may not assign this Licence. In a merger or acquisition of the Licensee, contact us and we will move the licence to the surviving entity at the correct band; the licence does not transfer automatically.
• Severability. If a provision is held unenforceable, the rest stands.
• Governing law. This Licence is governed by French law.
• Jurisdiction. Any dispute arising out of or in connection with this Licence is subject to the exclusive jurisdiction of the competent courts of Paris, France, subject to any mandatory rules of jurisdiction that apply.
• Language. This Licence is issued in English. A French translation may be provided for convenience; the English text prevails.
